Technisch Functioneel Analist

• A. Context / Project Background
• We are looking for a Senior Technical Functional Analyst to contribute to the optimisation and evolution
• of a large-scale, business-critical government data integration platform.
• The consultant will operate between architecture and development, translating functional and architectural
• requirements into detailed technical specifications. The environment includes synchronous APIs,
• asynchronous file transfers, event-driven architecture, data integration, testing, migration, and operational
• support.
• B. Main Responsibilities

Requirements Analysis & Technical Specification

• Analyse and refine functional and architectural requirements.
• Translate business and architectural requirements into detailed technical specifications.
• Work closely with architects, Product Owners, developers, testers, and external partners.
• Ensure technical requirements are clear, consistent, and implementation-ready.
• Maintain alignment between architectural vision and final implementation.

API & Integration Analysis

• Analyse and specify synchronous SOAP and REST web services.
• Define requirements concerning data models, error handling, and API versioning.
• Interpret and prepare XML and Swagger specifications.
• Support integration design within the MAGDA platform.
• Translate integration requirements into clear development specifications.

Event-Driven & Asynchronous Integration

• Contribute to Kafka-based event architecture.
• Define requirements around Kafka topics, partitioning, schema evolution, and event-driven

principles.

• Analyse and specify FTP/SFTP-based data transfers.
• Define requirements for batch-processing solutions.
• Support technically complex data integration scenarios. Testing & Quality
• Define testable technical requirements.
• Contribute to test scenarios and acceptance criteria.
• Support test strategy definition.
• Ensure requirements can be validated from the beginning of development.
• Support troubleshooting and technical issue resolution.

Operational & Migration Support

• Follow up bug tickets and coordinate their resolution.
• Support rollout and clean-up activities related to migration projects.
• Document technical decisions and agreements.
• Maintain traceability of requirements, decisions, and action points.

C. Required Skills & Expertise

Must Have

• 5+ years as a Functional Analyst working with large business-critical applications
• 5+ years of requirements analysis and translation into technical specifications
• 5+ years of SOAP and REST services
• Ability to interpret and prepare XML and Swagger files
• 5 years of asynchronous data file transfer experience using FTP, SFTP, and batch processing
• Experience working in relevant technical environments
• Dutch at CEFR C2
• Signed NDA

• Important submission requirement: The required five years of FTP, SFTP, and batch-processing
• experience must be demonstrated through concrete cases that collectively evidence at least five
• years of relevant experience.

Should Have

• 3+ years of token-based authorisation
• 3+ years with Oracle or EDB PostgreSQL
• 1+ year of test strategy experience
• 3+ years with Confluence, Jira, SoapUI/LoadUI, and Postman
• Requirements analysis and design concepts for OO, multi-tier, web-enabled, and/or UML

environments

• Data and process modelling techniques and tools
