About The Role

Oracle Health Government Services is seeking an experienced Lead Federal Project Manager (Intake Lead) to join our mission-driven organization and provide program-wide leadership for the Technical Intake Process supporting the federal portfolio, including the Department of War (DOW), Indian Health Service (IHS), Department of Veterans Affairs (VA), and new federal clients.

In this role, you will lead and coordinate technical intake, feasibility analyses, governance, prioritization, hosting readiness, product engagement, resource alignment, and release management activities across complex Federal EHR initiatives. The ideal candidate will have extensive experience leading cross-functional programs in federal environments and demonstrated success coordinating across project management, engineering, enterprise architecture, cybersecurity, product, hosting, release management, and client delivery organizations. This role serves as a primary point of coordination and escalation across multiple federal clients and governance forums, ensuring technical requests are appropriately evaluated, documented, prioritized, resourced, and advanced from initial intake through feasibility analysis and contract award. The successful candidate will be highly organized, comfortable operating independently with limited oversight, and skilled at driving accountability, removing blockers, communicating with senior stakeholders, and continuously improving program processes.

Responsibilities

  • Serve as the Technical Intake Process Service Line Lead, providing leadership and oversight for technical intake activities across the federal program, ensuring consistent intake and feasibility processes are applied across programs.
  • Work directly with Project Managers to obtain status updates, identify and remove blockers, and advance Technical Intake Process requests through Feasibility Analysis.
  • Review week-over-week program analysis and use available data to identify trends, risks, aging items, and areas requiring follow-up or escalation.
  • Participate in Scope Review Board reviews of technically aligned Performance Work Statements, supporting technical review and redlining activities.
  • Lead Feasibility Analyses for DOW and IHS technical intake requests, as applicable, coordinating with client and delivery stakeholders to ensure requirements are accurately captured and client continuity is maintained.
  • Serve as the Technical Intake Process Product Liaison, acting as the intermediary between Federal Managed Services, Oracle Health Government Services technical teams, Product, and Technical Intake Process stakeholders for requests undergoing active feasibility analysis.
  • Receive and communicate product status updates, decisions, deferrals, and declinations to appropriate PMs, submitters, Task Order owners, and other stakeholders.
  • Serve as the Hosting Liaison for Technical Intake Process requests requiring hosting analysis across DOW, IHS, VA, and other federal clients.
  • Serve as the Feasibility Analysis Liaison for Service Line Reviews, attending technical Service Line Reviews to obtain escalation updates, provide status on active Technical Intake Process Feasibility Analyses, and identify topics requiring formal Technical Intake Process intake and analysis.
  • Participate in resource planning activities to identify new opportunities and requirements requiring technical resources.
  • Participate in the Product Governance Board and recommend Technical Intake Process requests for prioritization across the federal program, including DOW, IHS, and VA initiatives.
  • Maintain Technical Intake process and SharePoint data throughout the request lifecycle, including progression through Triage, Feasibility, and Contract Award stages.
  • Own and maintain the Oracle Health Government Services (Technical Management) calendar for Service Line Reviews, including meeting invitations, schedule changes, and attendee management.
  • Establish strong working relationships across federal program leadership, Project Managers, technical teams, Product, Hosting, Enterprise Architecture, Cybersecurity, Release Management, and client-facing organizations.
  • Proactively identify risks, dependencies, resource constraints, and process gaps and drive appropriate stakeholders toward resolution.
  • Ensure work products, program documentation, status reporting, and governance materials consistently meet quality and accuracy expectations.

Top skills or competencies to be successful

  • Extensive experience leading complex technical programs, projects, or service lines involving multiple cross-functional teams.
  • Strong federal program management experience with the ability to operate across multiple federal clients and workstreams simultaneously.
  • Demonstrated experience managing technical intake, feasibility analysis, governance, prioritization, and project lifecycle processes.
  • Strong understanding of Federal EHR programs and the technical, operational, and governance considerations associated with large-scale federal healthcare deployments.
  • Strong stakeholder management and executive communication skills, with demonstrated ability to facilitate meetings, communicate decisions, manage escalations, and drive accountability.
  • Ability to independently manage a large portfolio of technical requests while maintaining accurate status, documentation, priorities, dependencies, and action items.
  • Experience identifying and removing project blockers, managing risks and dependencies, and coordinating resources across organizational boundaries.
  • Strong understanding of technical governance, change control, hosting/capacity planning, product engagement, and deployment readiness processes.
  • Experience developing, documenting, training, and continuously improving technical and project management processes.
  • Strong organizational, analytical, facilitation, and problem-solving skills.
  • Ability to operate effectively in a secure, dynamic, highly regulated federal environment with limited oversight.
  • Experience with Oracle Health technologies, Federal EHR programs, cloud technologies, and/or large-scale healthcare technology implementations strongly preferred.

Education, certifications, or experience (preferred/required)

  • Bachelor’s degree and a minimum of 10 years of relevant project/program management, technical program management, engineering, healthcare IT, or federal delivery experience required.
  • Project Management Professional (PMP) certification strongly preferred.
  • Previous federal contracting and/or federal healthcare technology experience strongly preferred.
  • Experience supporting Federal EHR programs, including VA, DOW/DoD, IHS, or other federal healthcare clients preferred.

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $91,400 to $187,000 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
