Directs the operations, activities and staff for all maintenance and facilities services for PSCs, RRLs, Logistics hubs and Laboratories in the region. Plans, schedules, and directs staff of skilled and unskilled trades employees in the maintenance of buildings and grounds. Develops and maintains a superior preventive and routine maintenance program for the region. Ensures that all utility systems are fully operational and inspected in accordance with preventive maintenance schedules. Ensures compliance with all regulatory and company safety regulations and guidelines. Manages facilities improvement projects through all phases, including: planning, design, bidding, pre-construction, and construction. Prepares cost estimates for facility renovations or space allocations, and inspects completed work for conformance to specifications. May also manage employee cafeteria, security, and/or reception functions.

Maintenance

  • Plans, directs and reviews the operations and activities of the facilities and maintenance services for all PSCs, RRLs, Logistics hubs and Laboratories. Ensures quality workmanship and timely implementation of routine and scheduled maintenance in the most cost effective manner.
  • Establishes goals, priorities, maintenance standards and schedules and assesses performance against these measures for all PSCs, RRLs, Logistics hubs and Laboratories to include master scheduling of routine maintenance and prioritization of deferred maintenance backlogs. Develops and implements deferred maintenance and preventative maintenance programs.
  • Oversees all field building systems and equipment to ensure a positive maintenance program. Supervises maintenance on a wide range of equipment. Keeps all equipment in good working condition and taking necessary steps to keep equipment operating satisfactory, such as scheduled inspections, minor repairs, operator training and other means of preventive maintenance.
  • Maintains building systems including fire and life safety and emergency generator systems. Ensures building systems are in good repair and free of hazards in compliance with federal, state and local laws. Assists in the maintenance and update of the facility condition assessments.
  • Coordinates with departments and/or outside contractors and vendors for facilities operations and maintenance.
  • Develops and administers the annual operating budget for facilities maintenance. Reviews, authorizes and monitors expenses for utilities, materials and supplies, repairs, maintenance and project work. Provides budget reports on a regular basis.

Construction

  • Manages, organizes, and schedules renovation projects to meet objectives. Develops documents for initiation of projects to gain approval of supervisor, stakeholders and senior management. Coordinates with project stakeholder groups to facilitate facility planning, budgeting and scheduling. Consults with operational staff, architects, engineers, contractors and other vendors with regard to matters affecting the planning, design and construction of a project. Identifies potential problems and alternatives and takes corrective action as necessary.
  • Coordinates and manages progress of construction. Reads and interprets plans, specifications and other technical documents. Provides formalized milestone signoffs throughout life of project. Monitors conformity of construction with contract documents and specifications. Ensures compliance with quality control and quality assurance policies, procedures, and requirements. Serves as a key resource for project information and resolves problems or questions referred by internal and external sources.
  • Develops and manages project budgets and schedules. Reviews changes requested by project stakeholders and provides advice and recommendations to supervisor on budget, time, and scope implications. Authorizes expenditures and monitors account reconciliation and status to ensure compliance with company guidelines and policies.
  • Recommends and processes payments to architects, contractors and vendors based on approved contract requirements. Conducts pre-construction conferences, reviews bids, and recommends award of contracts. Monitors the progress of work performed by project staff and negotiates and oversees subcontracted services as necessary.
  • Interfaces with regulatory agencies and others to manage the process of obtaining all required project reviews, permits and approvals.

Security

  • Develops and implements security related procedures such as office opening and closing routines, recognition of duress signals and key controls. Promotes and maintains standards for security conscious awareness and behavior. Ensures dissemination of security related information to staff.
  • Conducts periodic security surveys. Coordinates and resolves security concerns. Controls procedures for facility access to include establishment of guidelines for issue of keys, access badges and maintenance of related records.

Other

  • Directly or indirectly supervises all assigned staff, usually through subordinate managers and supervisors. Determines staffing needs based on goals and objectives of region. Determines and/or recommends department salary administration including raises, promotions and reclassifications.
  • Oversees recruitment, hiring, orientation, training and supervision of department staff. Oversees performance evaluation process, ensuring consistent use of all applicable policies and procedures. Counsels, disciplines and/or terminates employees as required.
  • Participates in long-range and short-term strategic planning, as assigned. Assists in the maintenance, update and execution of the Emergency Plan on an annual basis.
  • Maintains currency with, understands and ensures department compliance with all company policies and procedures and with all applicable local, state and federal laws and regulations.
  • Establishes and maintains appropriate network of professional contacts. Maintains currency with professional organizations and publications. Attends and participates in meetings, conferences, etc. as a representative of the company and/or region.

Education Preferred

  • Required: Bachelor degree in Business Administration, Architecture or related field
  • Combined experience/education as substitute for minimum education

Preferred

  • Master degree in Business Administration, Architecture or related field;
  • Licensed Contractor; and/or
  • Facilities Management certification

Work Experience: required

  • 5 – 7 years of facilities operations experience at a manager level

Preferred

  • 10 – 12 years of facilities operations experience at a manager level
  • 2 – 4 years of experience at a senior manager or director level

Other

  • Proven track record of successfully completing challenging projects.
  • Ability to multi-task and manage priorities with a sense of urgency.

  • Willingness and ability to travel as required, approximately 20% of the time
