About the Position

Do you enjoy working with numbers, asking questions and want to be a part of department that makes a difference in all of Maricopa County? In this role you will be responsible for a variety of financial services from payroll and accounts payable to all aspects of infrastructure accounting and grant management. You will manage a team of 4 dedicated professionals. Acting as the District’s liaison with the Department of Finance, you will work to ensure all the Flood Control District’s financial transactions adhere to Maricopa County standards and governmental accounting standards. You will represent the District in all matters of a financial nature with professionalism and sound judgement.

We Require

  • Three years of professional-level finance experience
  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field
  • A combination of post-secondary education and/or job-related experience may substitute for the required education on a year-for-year basis.

We Also Value

  • Three years of supervisory experience
  • Experience with cost accounting for infrastructure projects
  • Experience with Intergovernmental Agreements
  • Experience with Government Accounting Standards Board (GASB) standards
  • Experience with Federal Acquisition Regulations (FAR)

Job Contributions

  • Supervises and manages the workload, performance, training, and hiring of financial staff, including two Accountants and two Accounting Specialists
  • Oversees infrastructure cost accounting for Flood Control projects through completion and placement into operation, including tracking land acquisition, construction, and engineering costs, and prepares and submits year-end financial reports to the Maricopa County Finance Division
  • Directs and authorizes District payments for supplies, services, construction contracts, utilities, direct payments, employee reimbursements, memberships, and travel, ensuring compliance with Intergovernmental Agreement terms
  • Manages accounts receivable activities, including monitoring outstanding balances, reviewing receipts, and ensuring timely collection and compliance with applicable agreements and requirements
  • Administers the preparation and approval of journal vouchers, maintenance of contract and payment records and logs, and grant accounting; conducts internal audits and coordinates annually with state and internal auditors
  • Provides District management with financial reports, documentation, guidance, and information to support decision-making; recommends and implements improvements to financial systems and procedures and develops and updates related policies and procedures
  • Responsible for supervising District payroll and travel services to ensure compliance with County policies and procedures, as well as maintaining supply inventories and asset records, including the accounting and recording of infrastructure assets

Working Conditions

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree
  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
