Project Manager

Job Function Summary

The Project Manager is responsible for all aspects of the design and construction of significant projects or highly specialized and critical components within these projects. Projects are often characterized by their complexity. The Project Manager will exercise independent judgment in selecting methods and techniques for obtaining satisfactory results and may oversee, manage, supervise, or provide guidance to other Facilities Project Managers and / or Analysts.

Under the general direction of the Assistant Director of Infrastructure Programs, the incumbent is accountable for construction management, monitoring construction contract compliance and coordination services in support of the campus departments to ensure the construction phases of projects are on schedule, high-quality, cost-effective, and appropriate to the project needs. This involves all elements of construction management from cost estimating through construction phase closeout including initial estimating, safety compliance, contract compliance, coordination and closeout of large and small projects. The incumbent works with the program managers, senior project managers and project managers to organize, plan, and control the construction efforts on projects in the Building Renewal Program. Also, may be called upon to assist with FIN (Facilities Investment Needs) projects as needed. This involves working with program managers, project managers and facility managers in selecting general contractors and subcontractors, coordinating the activities of multiple general contractors on multiple project sites, construction inspectors, and others associated with the projects; monitoring project progress and quality; resolving problems that arise in the projects; working with state agency officials to ensure compliance and safety.

The incumbent has first line responsibility to communicate effectively with project stakeholders regarding construction activity impacts and schedules

20 Yes Project Planning and Strategy

• Manages the more complex and highly sensitive project program, including meeting with clients to help define both project scope and program.
• Formally establishes project plan, including working with other units and departments
• Prepares and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients; establishes milestones and monitors adherence to master plans, budgets and schedules.
• Determines delivery method and bids or negotiates construction contracts.
• Oversees a portfolio of projects ranging from 1-3 months in duration to 24-36 months

Client and Stakeholder Communications

• Acts as the primary liaison among project participants and resolves complex problems or conflicts, including recommending range of solutions to disputed issues or contractor claims.

10 Yes Team Management: Lead and coordinate interdisciplinary teams including contractors, architects, and engineers.

• Hires architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants.
• May oversee or direct Junior Project Managers and Analysts.
• Collaborates with internal UCSF partners such as but not limited to Facilities, Procurement, Fire Marshall, Building Official, etc.

• Oversee project budgets, ensuring optimal allocation of resources.
• Reviews cost estimates, establishes project schedule and budget and reviews with clients and/or program leaders.
• Responsible for oversight of project portfolio ranging from $15,000 to $20M

• Creates project in project management software application including updating and reporting of project status as required by organization, regulatory agencies and Capital Projects Management, including budget and schedule; may include monthly written analysis of project.
• Reporting and updating of project status as required including but not limited to budget, schedules and projections.

• Identify, quantify, and mitigate project risks.

Compliance and Documentation

• Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes; ensures plans and specifications conform to all codes and regulations.
• Ensure all projects comply with revelant regulations and are well documented.

20 Yes Construction Management

• Reviews, manages and oversees construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List; specializes and focuses in monitoring construction milestones.

5 Yes Closeout

• Ensures project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to Physical Plant Services.

5 Yes Performs organizational, departmental and administrative activities not directly relating to projects, including serving on committees representing department or unit.

Required

• Bachelor's degree in related area and / or equivalent experience / training
• OSHA-30
• Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline
• Advanced construction project management skills to effectively manage highly complex
• projects, or highly specialized and critical project component
• Advanced analytical, organizational and problem recognition / avoidance / resolution skills
• Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen
• Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget

• Ten (10) years of experience in managing building renovation, major maintenance, facilities
• systems upgrades, and construction projects / or an equivalent combination of education and experience / training.

Preferred

• University, Research Laboratory/ or Medical Center experience
• Experience leading multi-discipline project groups on large complex projects or programs
• Thorough knowledge and experience with local, state, and federal building codes and regulations
• University, Research Laboratory/ or Medical Center experience
• Ten (10) years working in specialized training such as Construction Trades & Engineersperforming renovations, repairs, upgrades, and/or new construction projects
• Professional license in Architecture, Mechanical, Electrical, or Civil Engineering or Foreman level or higher in related Building Trades or Stationary Engineering License
• Valid driver’s license
• EED Accreditation Pref
