Job Description

Job Summary

The Senior Risk Manager provides second-line oversight and effective challenge of Insider, Internal and External Fraud, and Conduct Risk across TD Securities. The role applies deep Capital Markets expertise to assess these risks across front-to-back business processes, products, booking models and supporting infrastructure. It also provides second-line review and challenge of E2E RCSAs and broader ORM program activities, including risk assessments, governance, thematic analysis, reporting and escalation.

Key Responsibilities

  • Provide independent 2A oversight and effective challenge of Insider Risk, Internal Fraud, External Fraud, and Conduct Risk identification, assessment, control design, and control effectiveness across TD Securities.
  • Challenge end-to-end assessments across Insider Risk, Internal Fraud, External Fraud, and Conduct Risk, including inherent and residual risk ratings, control sufficiency, root cause analysis, and remediation plans.
  • Monitor and challenge risk metrics, KRIs, issues, events, and risk appetite measures across the mandate; escalate breaches, emerging risks, and material issues to senior management and governance committees.
  • Review and challenge incidents, events, and investigations related to Insider Risk, Internal Fraud, External Fraud, and Conduct Risk, including detection quality, containment actions, root cause, and remediation effectiveness.
  • Identify systemic and emerging risk themes through analysis of incidents, fraud events, conduct matters, control gaps, and monitoring results, and communicate insights to stakeholders.
  • Provide independent challenge on issues related to Insider Risk, Internal Fraud, External Fraud, and Conduct Risk, ensuring appropriate severity ratings, robust action plans, and timely closure in accordance with the Issue Management Framework.
  • Review Insider Risk, Internal Fraud, External Fraud, and Conduct Risk impacts as part of Change Risk Assessments, challenging inherent risk assessments and proposed controls.
  • Serve as a trusted subject-matter expert and advisor to Segment leaders, 1A/1B partners, and oversight functions across Insider Risk, Internal Fraud, External Fraud, and Conduct Risk.
  • Interpret and translate enterprise policies, standards, and regulatory expectations into actionable Segment requirements.
  • Prepare clear, concise, and compelling risk reporting and commentary for Segment and enterprise governance forums.
  • Support enterprise initiatives, regulatory examinations, audits, and thematic reviews related to Insider Risk, Internal Fraud, External Fraud, and Conduct Risk.
  • Promote a strong conduct, fraud, insider risk, and operational risk culture through guidance, training, and awareness activities.
  • Assist with second-line review and effective challenge of E2E RCSAs, including process inventories, process maps, risk and control identification, risk ratings, and control effectiveness assessments.
  • Support program oversight by assessing Insider Risk and broader operational risk themes across Capital Markets businesses, including booking point, jurisdictional, and front-to-back process considerations.
  • Assist with portfolio risk reporting, deep dives, business walkthroughs, and the escalation and tracking of material control gaps, quality issues, and overdue deliverables.

Qualifications & Experience

  • Extensive Capital Markets and Wholesale Banking experience, with a strong understanding of front-to-back trading, sales, operations, booking models, product lifecycle risks, and supporting infrastructure processes.
  • 10+ years of relevant Financial Services experience, including Operational Risk Management, Internal Audit, Compliance, Technology & Control, Fraud Risk, Conduct Risk, or related oversight functions.
  • Strong experience across Insider Risk, Internal Fraud, External Fraud, and/or Conduct Risk frameworks, controls, investigations, and governance.
  • Demonstrated ability to provide credible second-line challenge to Wholesale Banking and Capital Markets businesses and influence senior stakeholders without formal authority.
  • Strong analytical skills, including risk analysis, data analysis, and thematic assessments.
  • Understanding of regulatory and control requirements relevant to the role is an asset.
  • Bachelor’s degree from a recognized university or equivalent experience required.

Additional Information

  • Completion of TD Operational Risk Management certification is required within 12 months of role start (if not already completed).
  • Professional certifications such as CFE, CISSP, CISM, CRISC, or similar are considered an asset.
