About the Position
Dexis is seeking a Senior Monitoring and Evaluation Specialist to support the Department of State Bureau of East Asian and Pacific Affairs’ Office of Regional Assistance and Security Programs. The Senior M&E Specialist will lead evaluations, assessments, performance monitoring, research, and learning activities and translate evidence into clear, actionable recommendations for EAP leadership. The position will work closely with EAP/RASP, Operating Units, Posts, implementing partners, and other technical personnel to ensure MEL activities meet Department standards and inform current foreign-assistance decisions.

Responsibilities

- Lead the design and implementation of evaluations, assessments, and research studies.

- Develop and update MEL plans, performance indicators, Performance Indicator Reference Sheets, results frameworks, and tracking tables.
- -
- Design qualitative and quantitative methodologies, sampling approaches, data-collection instruments, and analytical plans.
- -
- Analyze and synthesize evidence into actionable findings, conclusions, and recommendations for EAP leadership.

- Provide technical review and quality assurance for MEL plans, evaluation designs, data-collection instruments, reports, and learning products.

- Ensure deliverables meet 18 FAM 301.4, Section 508, and applicable Department standards.

- Support learning agendas and facilitate workshops, after-action reviews, and other learning activities.

- Provide technical guidance to Mid-Level M&E Specialists, data personnel, technical SMEs, and short-term consultants.

- Coordinate with Washington-based EAP personnel, overseas Posts, implementers, and technical experts.

- Manage multiple concurrent activities while maintaining quality and meeting required deadlines.
Minimum Qualifications
- -
- Master’s degree or equivalent and at least eight years of relevant professional experience, or bachelor’s degree and at least 10 years of relevant professional experience.
- -
- At least five years of professional MEL experience, including the design and implementation of evaluations and performance-monitoring systems.
- -
- At least six years of experience managing complex projects requiring strong interpersonal, writing, analytical, and problem-solving skills.
- -
- At least one year of experience supporting Department of State foreign-assistance programs and requirements.
- -
- Demonstrated experience with qualitative and quantitative research methods.
- -
- Proficiency in Excel, SPSS, Stata, or similar analytical tools.
- -
- Demonstrated ability to produce high-quality reports and knowledge products for senior decision-makers.
- -
- Excellent written and oral communication skills in English.
- -
- Ability to manage multiple assignments, teams, deadlines, and Government counterparts simultaneously.
- -
- Active Secret clearance.
Preferred Qualifications
- Direct experience supporting EAP, Indo-Pacific programs, or overseas Posts.
- Familiarity with 18 FAM 301.4 and Department foreign-assistance planning and performance requirements.
- Experience with program or project design, TPM, infrastructure programming, cost-benefit analysis, risk mitigation, or data visualization.
- Experience supervising embedded personnel or multidisciplinary evaluation teams.
- Experience translating evidence into products for Department leadership and policy audiences.
